Speed limits: 60 km/h in urban areas, 90 km/h on rural roads, and up to 110 km/h on expressways.

The legal blood alcohol limit is 0.03%. Enforcement is strict, so it is safest not to drink any alcohol before driving.

Seat belts are mandatory for all occupants, including rear-seat passengers.

Mobile phones may only be used with a hands-free system.

Children under 12 years old must travel in a child seat and may not sit in the front seat.

No vignette is required. The only toll road is the M1 motorway (Baku–Russian border), where payment is made at toll plazas.

Winter tires are not legally required, but they are recommended on mountain roads (Quba, Gabala, Shahdag) during winter. Snow chains may also be necessary.

Traffic fines must be paid through a bank, post office, or ASAN Pay, not directly to the police officer. Foreign drivers are subject to a penalty point system: accumulating 20 points results in a one-year driving ban in Azerbaijan.

Cross-border travel is generally not available, as Azerbaijan’s land borders are usually closed to tourist vehicles.

Do I need an International Driving Permit to rent a car in Azerbaijan?

If your driver’s license is issued in the Latin alphabet, your national driver’s license and passport are usually sufficient. If it is issued in Cyrillic, you will need an International Driving Permit (IDP). Some rental companies require an IDP regardless of the language on the license.

What is the minimum age to rent a car?

The legal driving age is 18, but most rental companies require drivers to be at least 21 years old with a minimum of 2 years of driving experience. Some vehicle categories require drivers to be at least 24 years old, and drivers under 25 may pay a young driver surcharge.

Is a security deposit required?

Local rental companies usually require only a small deposit, and many vehicles are available with no deposit at all. The exact conditions are shown when selecting a specific car.

Where can I pick up and return the car?

The most common pickup location is Heydar Aliyev International Airport in Baku, as well as Ganja, Gabala, Sheki, and Lankaran. Delivery to your hotel or the airport is often available.

Can I drive to neighboring countries?

Generally no. Azerbaijan’s land borders are usually closed to tourist vehicles, and rental companies do not allow cross-border travel.

Which insurance should I choose?

Basic insurance is included in the rental price. You can add Full CDW with zero excess, so you won’t pay for minor damage.

What is the fuel policy?

The standard policy is “full-to-full”: you receive the car with a full tank and return it with a full tank.

When is the best time to book?

During the high season and around the May holidays, rental cars at Baku Airport are booked quickly, so it is recommended to reserve in advance.
