Traffic rules: Russia
- Drive on the right and follow standard traffic regulations.
- Speed limits: 60 km/h in urban areas, 90 km/h on rural roads, up to 110 km/h on expressways and motorways. Certain sections of the M-11 and M-4 motorways allow speeds of up to 130 km/h where indicated by road signs.
- Low beam headlights must be used at all times, day and night, throughout the year.
- The legal blood alcohol limit is 0.03% (0.3‰). If an officer suspects impairment, a medical alcohol test may be required.
- Seat belts are mandatory for all passengers, including those in the rear seats.
- Mobile phones may only be used with a hands-free system.
- Children under 7 must travel in an approved child restraint. Children under 12 may not travel in the front seat without an appropriate child seat.
- There is no vignette system. Toll motorways such as the M-11 Neva, M-4 Don, and M-12 Vostok are paid at toll booths or via the T-Pass electronic transponder.
- Winter tyres are mandatory from 1 December until the end of February. Studded tyres are prohibited from June through August.
- Speed cameras are widespread across the country. Drivers are responsible for any traffic fines incurred during the rental period. Radar detectors are prohibited.

Do I need an International Driving Permit (IDP) to rent a car in Russia?
Yes. Foreign drivers generally need an International Driving Permit (IDP), which serves as a translation of their national driving licence. Citizens of countries that are not parties to the 1968 Vienna Convention, including the United States, must carry an IDP or a notarised Russian translation of their licence. Russian citizens only need a national driving licence.
What is the minimum age for renting a car?
Most rental companies require drivers to be at least 21 years old with a minimum of two years of driving experience. Business-class and premium vehicles may require drivers to be between 24 and 27 years old. Drivers under 25 often pay a young driver surcharge.
Is a security deposit required?
Yes. A deposit is blocked on the driver’s bank card when collecting the vehicle. The amount is typically between RUB 12,000 and RUB 30,000, depending on the vehicle category.
Where can I pick up and return the car?
Rental locations are available at Moscow airports (Sheremetyevo, Domodedovo, and Vnukovo), St. Petersburg (Pulkovo), Sochi, Kazan, Yekaterinburg, and many other cities. Hotel and address delivery may also be available.
Can I drive outside Russia?
No. Major rental companies generally prohibit taking rental vehicles outside Russia.
Can I pay with a foreign bank card?
Since 2022, Visa and Mastercard cards issued outside Russia generally do not work within Russia. Most rental companies accept cards issued by Russian banks or cash deposits. Check payment methods before booking.
Which insurance should I choose?
Mandatory third-party liability insurance and basic CDW are usually included. Full CDW is recommended if you want to reduce or eliminate the excess.
When should I book?
Demand is highest in Sochi during June–August and in St. Petersburg during May–July. Cars also sell out quickly around New Year holidays and the May holidays, so book in advance.
